Judaism and atheism are not incompatible as they're both a tribe and a religion. There's jews and judaism. As the saying goes, “Two Jews, three opinions.”
So the article skips the primary reason. It's so the Hassidic Diamond District Jews can continue to do business on the Sabbath.
