Elder Scrolls is pretty much a constant war between Man and Mer. Men can usually overwhelm them with superior numbers and breeding rates, but they're just so disorganized, it usually takes divine intervention (like the aforementioned pic) to get them to actually do something against the Mer. Even Skyrim was Man vs. Mer. A document in the Thalmor Embassy shows that Ulfric Stormcloak is a Thalmor asset (though uncooperative) who's been manipulated into the Civil War, in order to weaken the Empire. The Dragonborn is again, Divine Intervention. Mer are the Jews of Elder Scrolls.
Edit: Except for Dunmer, they're based as hell, and are the Chosen people who will survive into Amaranth.
