I’m not sure how they convinced them to exclude open source, but computer lockdown laws make even less sense when your kid has root access to their OS.
The reason seems to be that open source software gives users full control, which lets them bypass or remove any lockdown mechanism. I guess the lawmakers understand that when you are using Windows or Mac OS you do not have full control over the software running on your device. The software can do whatever it wants without your knowledge or consent.
