It is not clear yet which Xfce release will target a complete Xfce Wayland transition (or if such a transition will happen at all).
For now they have added preliminary Wayland support and they are continuing to work on it. It looks like they’re playing wait and see. Maybe they’ll do a complete transition if Wayland gets its act together. Until then X11 is king in Xfce.
It's a few years off but unless X11 gets more bodies and funding, all the window managers will end up using Fagland...err...Wayland.
looks promising. Now that people can contribute without corrupt elements blocking them we’ll start to see some new features and improvements—many have already been merged in.
Xlibre may seem like the underdog when Wayland is the shiny new thing with all the corporate support, but remember that Xlibre is already ahead of Wayland. It’s built on decades of features and refinement from X11. It’s already more widely supported, it’s faster, and it has some things the Wayland developers have vowed to never implement.
The Xfce devs might be quietly watching Xlibre to decide which direction to go.
