They've so embedded themselves into the work flow that some state governments make impossible to file taxes or have other day to day interactions on any other platform.
Set aside the masking of core settings, the terrible interface, and the abysmal source code. The bottom line is that after more than 35 years of market saturation many are left with little choice but to suck at the teat of bad engineering & woefully lacking planning.
