Easy fix. Require a security deposit in the amount of the charger. Then increase rent accordingly. If they refuse then there exists no reason to comply.

Good idea. Turn it into a cost prohibitive service. They request it, require a minimum monthly service fee, independent of the rental agreement.

Basically make it economically non-viable. If the renter refuses the terms, the land lord isn't held hostage. If they agree, require a ton up front to ensure the land lord isn't held holding the bag for a charger no one is going to use.
