Calling it a law is, of course, a lie. These are regulations, not laws. Only laws can be passed state or federal authorities. Delegation is not permitted via the US Constitution and SCOTUS has agreed and upheld this fact.
This is abuse of power. The officer in question is a criminal. He destroyed private property. Is guilty of abuse of power. And is guilty of color of law crimes. If people were to create a militia he can be arrested and tried, if the government refuses to uphold the law. This can include civil and criminal penalties.
