Technically you are supposed to check the barrel for obstructions, but only after verifying the chamber and feed path are both clear first. You can use a rod, but it's very common to visually look down the barrel. In this case, I would say that's NOT what she's doing, and she is an idiot.
But gun safety DOES involve looking down the barrel. The acronym taught in Canada is PROVE it safe.
POINT the firearm in the safest direction (down range) REMOVE all ammunition OBSERVE the chamber is empty VERIFY the feeding path is clear EXAMINE the bore (this is when you would look down the barrel).
So long as you're doing the steps in the correct order, this is considered the safest way to ensure your firearm is safe for transport/use/etc. You already removed the ammo, checked the chamber and the feed path. You're just looking an obstruction.
Again, not what this lady is doing, but just to counter the idea that you NEVER look down the barrel. You can and do, but it needs to be done correctly. However you can use a rod if it makes you squeamish. Plus some guns you HAVE to use a rod, since you can't see anything looking down the bore (some single action revolvers come to mind, when they have a loading gate).
