I'm not disagreeing with the sentiment, just warning that one shouldn't base their security on what is "lawful," because laws are only as powerful as the will to enforce them. It's why the current U.S. government is getting away with basically wiping its ass with the constitution; they don't care about what's written, in fact they can just rewrite it. Nothing will stop them besides raw force.
