The EIA is a fairly limiting view of "impacts". I've read through big ones and they're a joke and meant to cover the government's and contractor's ass, not mitigate impacts to the public, who have a token input to the documents (what a joke!). Court cases, that's what I'm after - where judges or juries have determined, as just one possibility, that the EIA was corrupt (most are).
