As a private individual or company, I can fly any flag I want. Above or below any other flag. But the state and federal has rules for themselves. No I don’t go out of my way to disrespect the US flag, although I have far less respect that I used to. But facts matter. And the city can likely do what ever they want, on at minimum dictated by their charter. Or if the state has min requirements. But maybe it’s good most don’t know the it’s not an actual law so the give it the respect many died for.
