I know Justice's of the Peace can make their own decisions but I don't know about county clerks. When I was married the JoP realized I was feeling coerced and didn't want to do it but I told her it would be worse for me if she refused. She married us reluctantly. But she did have the right to say no.

The insanity is, no rights were violated and no damages done. Legally they are entitled to zero. The judge involved here needs to be arrested and prosecuted.
