a simple idea that would prevent this from happening would be. If you apply and are denied a card then the application information is deleted immediately upon denial. This is the only way and unless they are there not for cards but to gather personal info there is no reason that any information needs to be kept. It sounds like who was gathering that info likely for selling off illegally also "oh no a thief" is the reason tranny had that chance.

Rule that capital one has to delete and never archive this info, if it is archived then they are the ones stealing identities since that is the only use after denial of credit.
