That just means once you hit the target and they go down, move onto the next target, don't continue shooting the injured enemy laying on the ground. And you still aim for center of mass.

THIS. This is what is meant by "shoot to wound", it doesn't mean you're not aiming at the fucker and trying to strike him in the most vital spot possible- you need to put him down before he can shoot you. If you hit him in the head or heart or something and it kills him immediately, great- onto the next target. But if he flops down, dropping his weapon and starts screaming in agony- there is no reason to continue shooting him unless he grabs his weapon again (a wounded man can still shoot you dead no problem).

Also, this isn't taught in US military. This is guerilla warfare, where a smaller force with less resources is engaging an opposing force who greatly outnumbers/outguns/has more resources. The Viet Cong were fantastic at this. Wounding one GI meant 2 guys gotta carry his ass away, and then he becomes a drain of resources- money and time is spent trying to keep that wounded soldier alive and get him to recover. Those resources are not being directed at destroying the VC. That's the context where "shoot to wound" matters.

Wounding the enemy is military doctrine employed by many militaries including the US but it's related to the cartridge (bullet), not marksman training. A few fancy European militaries even designed and use their own proprietary 5.56 to tumble less terminally hence, be less lethal.
