It's a city in America, it's absolutely to keep fucking hobos from turning it into a bunk &/or toilet nightly. Otherwise the employees have to deal with the fucking mess, and customers have to deal with the harassment, it's not like city cops are good for fucking anything.

The existence of that alcove at all is postmodern trash. Some architect through it in to make his design asymmetric and ugly modern. And eveything since that (gravel, boulder etc.) have been to deal with the problems it causes.
