For those of you that don't get the joke, it's supposed to make you think that the jew... a federal agent... is responsible for all the immigration into America. "He smiles"... is a euphemism for he's fucking you in the ass.

The Sioux Indian (who White men beat the shit out of) mistakes the jew for his conquerors. The jew pretends to be White while taking over all the Federal agencies that were created to protect America and have somehow been (somehow) subverted by the same communist jews that used to control the USSR and are now here. ...and are now here. ...and are now here.
