For those of you that don't get the joke, it's supposed to make you think that the jew... a federal agent... is responsible for all the immigration into America. "He smiles"... is a euphemism for he's fucking you in the ass.

The Sioux Indian (who White men beat the shit out of) mistakes the jew for his conquerors.
