I took this pic a few moments ago (2-14-2022) from the White House Live Cam (notice all the snipers on the roof). Why do they need a concrete wall around whatever they are building, and WHAT THE HECK ARE THEY BUILDING?

Maybe some sort of maintenance or construction underneath the ground.

They claimed they were repairing a fountain, but that would hardly require a concrete wall, imho
