The AN/FPS-132 is a system designed to track long-range incoming. It's basically blind shortrange.

That doesn't change the fact that RTX is basically t3h suxx0r.

1. Look at before/after satellite shots, the surrounding buildings don't match. Possibly AI generated.
2. The weather dome is surrounded by buildings at the same elevation. They'd block the radar beams and cause interference. Compare with the Massachusetts PAVE PAWS array: Wikipedia (upload.wikimedia.org)

Probably this was a satellite link antenna or similar. Something that had to point basically straight up.
