No, feeling safe isn't a guaranteed "right". Life, liberty and the pursuit of happiness? Well yeah - they used to be anyway. You make your own safety, or rely upon others for it at your own peril.

If we are forced to pay taxes to fund police it is reasonable to expect some level of safety, but yes ultimately you are responsible.
