Maybe implement a default registered owner system or similar (barcode) for every single item, object , tool, device and possession against a recipients name with the idea any borrowing, lending, swapping and change of ownership is recorded, itemized, authorized by registered owner and of course charged for by the State per transaction - you know ... to stop theft and climate change or something.
