I think at the lower levels it is just a basic fraternity club, but those low ranks provide cover and reasonable doubt for the higher levels. If an initiate shows that they are corruptible and can be compromised then they might be allowed to advance to more senior positions.

It is a recruiting source for future politicians if they show loyalty to the lodge rather than ordinary citizens.
