From what I can dig up concerning azure so far is that it's a regional option only. Although, it would be very concerning if things replicated to it automatically since you can audit the entire enterprise's emails using defender, which is an integrated component of azure - if you are using microsoft infrastructure to perform CIR.

Archive has not worked on this end- not in about 3 years or so. I understand the reasoning, it’s just crippling to try to actually use though.
