Correct. Similar situation in Japan. Japan's reactor was known problematic and the powers that be purposely kept it in production and prevented mitigation. The backup systems were below sea level, which is why Fukushima became a disaster. It was documented at the international level for years. Under international regulation it was never approved for construction yet magically it was. It continuously failed inspections for this reason yet was magically approved for continued operation. It's almost as if it was specifically built to give nuclear a bad name.
Nuclear remains the safest, least expensive energy in mainstream use. This includes all nuclear accidents to date.
