Reminds me of a board game that a chinaman designed back in the 1990's called "Ghettopolly" or somethin glike that. We had one at the VFW and it was a hoot to play. Must be banned by now and worth the death sentence playing it in Kalifornication or other lefty states.

That second site I linked mentioned this game may have been based on a game called "Glückshaus" (Tr. "Lucky House / House of Fortune") as being similar to how it plays.
That game may have been the basis of this one as it was played at least as far back as medieval times in the 15th-16th century and still is to this day. Present at that time also were jews who had been the basis for many of the myths, warnings, creatures and evils of the world told in stories then, just as they exist and are the cause of the evils of the world today. Them being the basis of a gambling game wouldn't surprise me.
