This might as well be an immediate call for all citizens to carry AR-10s with AP rounds.
Fuck robots altogether.

You know what? I’m going to go further with this.
The only way to stop this shit is that if TPTB start using robots with weapons to control or police the citizenry, such action calls for immediate hits on all humans working to develop the software or devices. Kill the whole thing at it’s source.

(Proudly) “Oh I develop AI for paramilitary autonomous vehicles.”
“Oh how nice, bless your heart.” (Blam!)
If this idea is adopted, then we won’t have to worry about robots with guns.
The Three Laws of Robotics are not codified laws. They are simply the creation of a science fiction author and were never considered for real world use by any "authority". As far as TPTB go, they will happily use robots to harm and kill humans if it fits their purpose. There is nothing to prevent that from happening least of all some fictional rules in a fictional book.
