They lied, and when they plotted their lie, they did it during an era where things such as the intarwebs and the "lidar" among other things, weren't even conceivable, and they went with their scheme thinking the old ways would be good enough to cover their tracks; you lie, you propagandize, you cut corners here and there and it passes, you know the drill business as usual etc...
