By any other name, this is a classic ponzi scheme. I remember a guy called Bernie maddof who actually did time for trying this.

I like the government shutdown thing they complain about sometimes, they say it's bad, like the moon's going to fall if there's a .gov shutdown

While in reality it's just handouts and the bureaucracy not getting funded/budgeted, which is funny

So cut out the middle man (the US Government), don't give foreign aid to any country, only pay for solving our own domestic problems (healthcare, border issues, immigration issues, drug abuse, human trafficking), and let private entities give money to other countries if they choose to do that with their money (Bill Gates does that...so let him).
