Based off this clip, when Trump says "these people are taking over congress" I think he is refering to those with anti-Israel sentiment (Which is a fallacy anyway, no one in congress names the jew). He basically said that you used to be able to not critize Israel in (((congress))) but now you can. His tone made it seem like he thought that was bad. It only seemed like he named the jew because his speech pattern was a little confusing.
