For example, it wouldn't let an international corporation like Walmart use foreign slave labor from China to keep its prices low until it could put all local, domestic businesses out of business and then raise its prices higher than would have been possible in a fair market. That's not the merger of interests.
Likewise, it would ban certain businesses, like pornography.
