Well you don't want to do random shit, you want to affect logistics structures (roads, natural resource pipelines, etc).

Well my point is that you don't really need organization to affect those types of essential (to the enemy) logistics structures. Individual actors working alone are just as effective.
Sure in a hypothetical lawlessness scenario there would be tons of people doing just random shit, but a lot would understand the need to take on specific targets like that.
