The scapegoat jews must be made to believe in nationalism, and trained to turn that outrage against their wealthy/powerful cohort.
I'm thinking a pipeline of disaffected ones into 'conversos' and from there into crusaders would work. It harnesses the natural fanaticism in them, and the persecution complex many of them suffer.
All that needs done to get started is to point out how they're in the same boat as the rest of us.
