It could also be the Chinese. There are Chinese language signs in tourist spots all over the world that say things like “Do not defecate outside.”

I bet Chinese tourists swarm Japan like locusts.

In the recent geopolitical events between China and Japan, Chinese tourists are boycotting Japan. They prefer to go to Australia and NZ (still warm at this time of the year).
