You need the guys to board on that particular ship, to begin with
You have to be aware of them being on board
And then you need at least one "agent", or more, to make the ship go through an iceberg
And then you need no survivor capable of telling what really happened
...
Even if you manage to do all that, BACK THEN (no computers, no gps, no ticket databases etc...), it's a fucking bold move, a lot can go wrong, starting with witnesses, guys on board stopping the agent(s) etc...
