Everything else you typed is irrelevant. Homeless costs come from more than just providing programs for them. It also includes law enforcement, clean-up efforts like you listed, drug cessation programs to address what you think all homeless are suffering from, back to work programs to get them off of welfare and handouts, mental health care (many do not belong in society because they are too mentally ill to function and they end up on the street because neither Democrats nor Republicans actually take care of the poor, destitute, and needy the way they should).
