The sand people can only be ruled with a iron fist. Its the same for a lot of other cultures/races. Without punishments like "stealing gets your hand cut off" they will just do whatever the fuck they want. This is why things like "Stand your ground" and "Castle laws" need to be federal. Make criminals afraid again. If they think they might end up 6ft down from breaking into the wrong house or trying to carjack someone.. there are going to be a lot less criminals. Either because they stop committing those crimes, end up in jail or.. you know. 6ft down.
