Not that I have any love for the Taliban, but army intelligence always starts these kind of stories as negative propaganda against the enemy. Usually they are completely false. Every now and then they are true, because people do occasionally commit horrible acts. But you should tend on the side of assuming they are horseshit until you get some kind of solid confirmation.
