Seems like they need to over there trace back to the one pulling the strings on arrests and complaints that are not following established law. I think you'll find the people in government near the top taking bribes or on a non government salary that is not declared or having taxes paid on it. You get the ones being paid off and not paying taxes then they and their cronies will all lose their jobs and get huge fines if the right court of course.
