Reading between the lines, the case at the center of this is a deputy pull her over for a traffic stop, she couldn't produce a driver's license and had issues articulating comprehensible English. Then the deputy ran her vin number and likely discovered she had been driving uninsured and (possibly), the title is still in the dealership's name. Therefore, the proabability of being a US citizen at this point is low. So asking her about her immigration status at this point is not unfounded or random. She then proably then quiped "My parents brought me when I was a child, so that's okay." So the deputy called ICE.
