It is highly dependent on skillset and years of experience but yes, you are pretty much right.
I am pretty much always hired to "un-fuck" systems and processes. I imagine that some of the companies hiring that skillset are doing so to un-fuck what their outsourced labor did to them. They all get to pay a premium.
It is completely and utterly fucked for more generalized skills and lower level jobs that should be going to Americans to train them up to do the higher level work. It is a load of shit. I do offer to teach people if they are interested very few have ever taken me up on it though.
