The point isn't the percentage. The point is to send enough migrants their way to generate a reaction from all these leftists who've been telling everyone that they are a "sanctuary city" (the implication being that they are better people than you are) all these years without it actually costing them anything. And it's obviously working because they've all gone batshit over it. That didn't take many at all did it?
