The EFF blames automatic systems and never considers or admits this was by design. People love blaming abstract ideas like "the computer", "the system", "the company", etc. Eventually, decisions are made by someone. PayPal hides behind automated systems, but someone made that decision and are shielded by corporate automation systems and policy.
