Yes they were/are/maybe building one just outside of Columbus. It was supposed to be running by now, it's slipped to (maybe) 2031.

They were stopped for a while, there was noise about being unable to pay contractors. I've seen the prison busses on I-70 again (hauling maybe legal people up to the site to work) so they must be building. Who knows if it will ever happen.
