My experience with rich evil people, and I know a whole bunch of them personally, is they tend to be very selfish and self centered, as if their maturation was halted prematurely. Selfish and self centered, who also happen to be rich.
I also know rich people who are very generous and kind, loving and caring, who give back in ways that your average person simply does not have the means to do. Loving and caring, very helpful people, who also happen to be rich.
In my experience, being rich has nothing to do with intelligence, ability, willingness to work hard, or a tendency to be either good or evil. In fact, the vast majority of rich people I know became that way simply by being in the right place at the right time, or they inherited their wealth from another such individual.
I call them the accidentally rich.
This doesn't apply to all rich people, but it does apply to most of them.
So, in this sense, you have to judge a person's character on other attributes.
Ind this case you have to be evil and rich for my theory to work.
