Maybe the seatbelts invite more risky driving? Tough one to call.

I'd wager this is the case. Pair that along with the knowledge that 87% of speed-related accidents are NOT interstate and that the majority of accidents happen within a mile of one's home. We get more complacent the more seemingly safe we think we are.
