In all honesty, I’d assume they mean those from south of the Mediterranean, which would include the muslims. And I also think you’re correct in questioning the definition of African…again, just a guess, but I think they refer to those there either illegally or first gen refuge as opposed to a race-based assessment. Looking at skin color, after all, is racist.
