Their Coast Guard has been tasked with making sure the invader-filled boats actually make it to port. The Navy doesn't want to be seen as the baddies.

The island is simply a landing entry point to the West from Africa via the Mediterranean sea, and immigrants are very quickly moved on into mainland Europe, thanks to NGO's. Ever since about 2015, the island has about 150-200 000 immigrants a year passing through.
