The illegal immigrant drivers are causing insurance problems so instead of getting rid of the source of the problem we'll just give them driver's licenses and treat them like citizens
Don't forget, they won't buy insurance even after they obtain licenses. In fact, the written test will eliminate a vast majority of illegals, so they'll continue driving unlicensed. This whole scheme is just another attack against society.
