If they were actually tenants and owners, they should fight back with deadly force. This is a basic violation of inalienable human rights and should DEFINITELY result in bloodshed. If they were just property owners with vacant properties, sitting on a shitload of real-estate...they still have a right to their own property. The government can pay fair market value for it.
