The Big Apple declared itself a “sanctuary city” years ago, so its agencies do not ask those arriving in its shelters seeking housing or applying for city-funded benefits to provide proof of citizenship as part of the application process.
Additionally, the city policy bars its police department and other locally controlled law enforcement agencies from reporting the immigration status of New Yorkers to federal authorities unless there is a criminal conviction.
Seems kind of like it is.
